Major Residential Projects
The City of Banning is in various stages of approving four specific plans for new residential communities that will add almost 10,000 new dwelling units to the City. These new subdivisions also incorporate land for parks and open space, golf courses, medical offices, schools, commercial centers, and quasi-public uses such as churches and fire stations. In addition to these four major developments, discussed below, a number of small subdivisions ranging in size from 10 lots to 484 lots are in various stages of planning approval and/or construction.
Pardee Homes Butterfield Development
Pardee Homes has an approved specific plan, development agreement, and environmental impact report to build a major new community within the City of Banning on 1,552 acres of land located east of Highland Springs Road and north of Wilson Avenue. This approved development includes 5,400 dwelling units planned as follows:
878 estates at 2.5 units per acre 1,068 single-family homes at 3.5 units per acre 1,950 patio homes at 5.0 units per acre 1,184 townhomes at 13 to 15 units per acre 160 apartments at 20 units per acre 160 units of senior housing at 20 units per acre
However, Pardee Homes is currently reexamining this plan and considering revisions that will change all housing within the development to single-family dwellings.
The new community also is approved for a 193-acre golf course, 20 acres of commercial development, 5 acres of medical offices, 75 acres of park land, a new school, and a fire station.
Tract maps and architecture still need to be reviewed and approved along with any revisions to the specific plan related to a change in housing type.
Black Bench Ranch Development
A specific plan for the development of Black Bench Ranch has been approved along with the environmental impact report for the development. That EIR is currently under legal challenge. As designed, the ranch's 1,488 acres will be developed with a maximum of 1,500 homes at a density of about 3 units per acre.
The remainder of the ranch will include a new school site, 81 acres of parks and trails, and 869 acres of open space.
A new roadway system will provide access and circulation for the ranch located on the mountain bench at Banning's northern boundary.
Lennar Five Bridges Development
Lennar is proposing a new community on 548 acres of land located west of Sunset Avenue just south of the Interstate 10 and the Union Pacific Railroad right-of-way. It's draft specific plan and environmental impact report are currently under public review. Included in the development are 2,160 residences, mostly comprised of single-family dwellings with densities ranging from 3 units an acre to 8 units an acre. There are about 95 patio homes and 273 townhouses at a higher density, along with 51.6 acres of commercial retail space, 106.2 acres of parks and open space, and a site for a new fire station.
A major improvement included as part of this development is the construction of a grade separation between the Union Pacific Railroad tracks and Sunset Avenue. The grade separation is currently being designed and is scheduled to begin construction in 2008.
Banning Bench Loma Linda Property Development
About 600 acres of land located on the north mountain bench east of Sunset Avenue has been approved for construction of 844 single-family homes and 100 cluster homes, a 16.2-acre village center with commercial and quasi-public uses, and 325 acres of recreation and open space, including a new golf course with clubhouse and driving range.
Challenges to the environmental impact report have been settled with the agreement to redo the assessment of adequate water availability.
